From my understanding of Ropke, he holds that virtue, cohesive families, and local communities must counterbalance the frequently disruptive side-effects of the market system and that a decline in those building blocks of social order bring atomization and alienation and demands for state control.

That’s a view that deserves a lot more attention, and Scruton would I think agree with it.
